Kelp Help/Soil Conditioner before the storm?
Does it make sense to spray any of the organics before the storm or will 5-10 inches just wash it down to China?

Kelp Help, maybe not with your sandier soil.
Soil conditioner, sure--since that's to transform the soil, washing it through will transform it deeper.

I try to time my soil conditioners with the weather. The idea is that the rain will drive it into soil. Of course I don't have downpours from a hurricanes but I would apply if I were in the same position.
8400 square feet of loam soil (49% sand, 34% silt, 17% clay) with a pH of 7.7 in zone 5.
