Alfalfa meal
Was considering feeding Alfalfa meal 2 weeks before seeding. Does this help with seed germination? What would be the recommended amount per/k?

Alfalfa is the best natural source of Triacontanol, a plant auxin that stimulates growth. I love the stuff, but I personally don't use it at seeding time because I'm not sure that accelerated growth on a young root system is a positive thing. I'm not recommending against it, just stating my approach.
I don't know of any evidence that says that germination is improved by Triacontanol.

I haven't seen any research either. Kelp's reported by some to speed germination, but studies don't seem to bear that out. I still use it on my seeds as a very gentle initial feeding and water penetrant, but that's the only reason.
For renovation, I used Milorganite and soybean meal. I strongly doubt you'll have any issues using alfalfa, but I can't say how much, if any, it'll help.

No starter fertilzer is needed?

If your soil P is in good range, you won't need starter fertilizer. If it isn't, you may want to use it depending on how far off it is.
New sprouts do require a lot of P and have trouble getting it, so I don't generally object to somebody using it anyway unless the soil P is very high. In my case, P's about 670, so no starter would be required and I wouldn't want to push P much more (it's not going to hurt, but there's no real reason to under my current soil philosophy).
