CGM as pre-emergent in flower beds

CGM as pre-emergent in flower beds
First I need to find the stuff but when I do, I would like to add it to several areas that I am planting flowers and fruit trees.
When CGM is added to a flower bed/planting area, do you work it into the soil several inches? Or does it work best as a thin layer under mulch? Currently I have a flower bed with mulch on top but weeds are getting through. I know weeds are inevitable but these are showing up in less than 2 months.
